Saxony Economic Development Agency: Saxony and Finland Strengthen European Cooperation in the Semiconductor Sector

June 15, 2026. During the 20th Silicon Saxony Days in Dresden, leading organizations from the semiconductor ecosystems in Dresden and Tampere signed a memorandum of understanding aimed at strengthening collaboration between industry, academia, and public institutions.

The signing took place in the presence of H.E. Kai Sauer, the Finnish Ambassador to Germany, underscoring the growing importance of Finnish-German cooperation in key technologies. Partners in the initiative include Business Tampere, the Tampere Chamber of Commerce, the University of Tampere, the Dresden Chamber of Industry and Commerce, Wirtschaftsförderung Sachsen GmbH, the City of Dresden, and TU Dresden.

New Opportunities for SMEs and Startups

A particular focus of the partnership is on supporting small and medium-sized enterprises (SMEs) as well as technology-oriented startups. Both regions have strong innovation ecosystems, whose strengths will now be more closely linked through a structured cooperation framework. The partnership will help companies and young startups gain access to new business contacts, research collaborations, talent networks, and regional, national, and European funding opportunities. At the same time, it will facilitate access to new markets, customers, and potential investors. For many SMEs and startups, international networks are a key factor for success. By combining the expertise of both regions, the initiative creates new opportunities for joint innovation projects, technology transfer, and the development of new business models across the entire semiconductor value chain.

Focus on Innovation, Talent, and Competitiveness

The collaboration will initially focus on chip design, advanced packaging technologies, as well as training and talent development. In addition, the partners intend to expand their collaboration to areas such as startup support, financing, technology transfer, and innovation services. By signing the memorandum of understanding, the partners are sending a strong signal in favor of enhanced European cooperation in the semiconductor sector. The initiative connects two of Europe’s most important microelectronics hubs and aims to accelerate innovation, strengthen talent development, support the growth of SMEs and startups, and enhance the long-term competitiveness of the European semiconductor industry.
