As part of the partnership, OpenAI Frontier models such as GPT-5.6 and products such as Codex and ChatGPT Work will be integrated into IBM Consulting Advantage, IBM’s AI platform for delivering consulting services to clients. This will combine AI agents, industry solutions, and cybersecurity capabilities to help companies securely scale AI, achieve business goals, and develop new business models.
IBM will deploy highly specialized on-site engineering and consulting teams trained through the OpenAI Partner Network to work directly with clients to accelerate AI implementation in complex business processes and highly regulated environments. In addition, IBM will establish a dedicated OpenAI Practice, where thousands of consultants and engineers will earn expert-level certifications through the OpenAI Partner Network.
Together, IBM and OpenAI aim to help companies overcome one of the biggest hurdles to scaling AI—namely, decades of fragmented processes, legacy systems, and operational complexity—into AI-driven workflows that can be deployed even more securely and reliably.
The partnership will focus on three key areas:
- Transforming legacy processes into AI-enabled workflows
IBM will integrate OpenAI Frontier models such as GPT-5.6, as well as products like Codex and ChatGPT Work, into IBM Consulting Advantage to help companies adopt AI into their daily processes while taking the business context into account and to redesign workflows in finance, procurement, customer service, and human resources. IBM Consulting Advantage’s capabilities can analyze operations and processes to identify inefficiencies and help teams automate and optimize their work using AI.
- Application Modernization and Product Development
The companies plan to support customers in modernizing legacy applications and accelerating software development by combining OpenAI Codex and ChatGPT Work with IBM’s industry, technology, and domain expertise, including integration with IBM Consulting Advantage. The collaboration is designed to help companies simplify development processes and accelerate the delivery of new digital products and services.
- Cybersecurity and AI Risk Management
IBM and OpenAI will expand their collaboration in the area of cybersecurity following IBM’s participation in the “OpenAI Daybreak Cyber Partner Program.” This will combine OpenAI’s Frontier AI capabilities with IBM Autonomous Security, a service based on multi-agent technology that enables coordinated decision-making, response, and threat analysis at machine speed. In light of increasingly sophisticated AI-powered attacks, the partnership will help customers manage both cyber and AI model risks, including application-level vulnerabilities, governance gaps, and operational risks that hinder AI adoption.
“Companies are investing in AI at a rapid pace and are looking for practical ways to deploy it in their core business processes to achieve measurable business results and create new business models,” said Andy Baldwin, Global Senior Vice President, IBM Consulting. “The challenge isn’t accessing AI technologies, but rather integrating AI securely and at scale into complex enterprise environments and workflows. By integrating OpenAI technology with IBM Consulting’s AI assets, industry solutions, and cybersecurity expertise, we can help clients accelerate secure, large-scale AI deployments.”
“The organizations making the most progress with AI are those that make it a trusted part of their business operations,” said Denise Dresser, Chief Revenue Officer at OpenAI. “IBM Consulting and OpenAI are supporting companies through this transformation by combining their deep transformation expertise to deploy AI securely, operationally, and in alignment with real-world business priorities.
As part of the collaboration, IBM will join OpenAI’s Elite Partner tier. This underscores both companies’ shared focus on delivering secure, enterprise-ready AI solutions at scale.
