European Commission: Commission asks for feedback on future EU strategy for start-ups

February 17, 2025. All interested stakeholders can submit their input on the future EU strategy for start-ups and scale-ups starting today, February 17, 2025. Commenting on the call for comments, Ekaterina Zakharieva, Commissioner for Start-ups, Research and Innovation, said: “We need to vigorously tackle the obstacles start-ups face when they want to grow and scale up in the EU. They are the backbone of innovation and the key to our competitiveness and prosperity. We want to gather the views of innovators, businesses, investors, policy makers, researchers, universities and all interested parties to develop an effective and comprehensive strategy to support our start-ups and scale-ups.”

New strategy will boost growth of start-ups and scale-ups

The future EU strategy will improve conditions for innovative start-ups and scale-ups (i.e. start-ups that have already left the seed phase) and enable faster and easier growth in the single market. It also addresses challenges such as access to finance, markets and talent, as well as regulatory and bureaucratic hurdles and market fragmentation. The objectives of the strategy include facilitating access to state-of-the-art infrastructure, knowledge and services. Supporting start-ups and scale-ups and promoting research and innovation are among the Commission’s priorities to close the innovation gap and improve competitiveness.

The EU Strategy for Start-ups and Scale-ups is a key action of the Competitiveness Compass, which was launched in January 2025. It will lead to concrete actions, including the future European Innovation Act and a new EU-wide legal status, the so-called 28th legal order, which will simplify existing rules, including the relevant aspects of company law, insolvency, labour and tax law and provide a harmonized set of rules to support the growth of innovative companies.

The call for comments is available on the Commission’s ‘Your Opinion Counts’ portal in all official EU languages.

Submissions are open until March 17.
