The first location-based ranking from LinkedIn is based on exclusive LinkedIn data that records the growth of new hires, job creation and the influx of skilled workers throughout Germany. It is clear that the large metropolitan regions around Hamburg, Munich and Berlin are developing particularly strongly. The ranking therefore focuses on those cities and regions that receive less attention.

Almost every region has recognized how important it is to promote local start-ups and create opportunities for networking between science and industry. So it’s no wonder that the cities listed are also home to renowned universities. Heilbronn, DĂĽsseldorf and Koblenz are building strong AI centers, while Dresden is leading the way in chip and semiconductor manufacturing. Green technologies and life sciences are developing above all in Freiburg and the Rhine-Neckar region.

Dresden is mentioned in second place in the list: “Silicon Saxony” – Dresden has established itself as a technology location in recent years with companies such as Infineon Technologies, BOSCH, ESMC and GlobalFoundries. Overall, Dresden also impresses with above-average productivity. The city is also planning further investment in infrastructure, transport and education. The TU Dresden University of Excellence is also highlighted as a top employer.

Methodology

For the list of Cities on the Rise for Germany, those metropolitan regions were identified that showed the greatest labor market dynamics and to which more professionals have moved in than out. The labor market dynamics are determined on the basis of the annual increase in new hires and job advertisements. For each year under review, both the total number of members who added a new position to their LinkedIn profile and the number of job advertisements on LinkedIn in that year were analyzed and these values were divided by the average number of members in the respective region or city. The employment change describes how the ratio of inflow and outflow of skilled workers changes per year: The rate indicates how many LinkedIn members moved to the corresponding region for each member who left the location specified in their profile. Only regions and cities in Germany where the number of inflows, the number of job postings and the rate of employment change were within or above the top 50th percentile were considered. Metropolitan regions with more than one million LinkedIn members were excluded from the analysis so that large cities with an established labor market do not distort the results. This analysis is based on LinkedIn data as well as anonymized and aggregated data sets in which millions of member profiles in Germany between 1 March 2023 and 1 February 2025 were evaluated.
