European Commission: Consultation launched on the development of guidelines and a code of conduct for transparent AI systems

September 4, 2025. The European Commission will help providers and operators of generative AI systems to identify and label AI-generated or manipulated content. This should ensure that users are informed when they interact with an AI system. To this end, the Commission has launched a consultation. This concerns the development of guidelines and a code of conduct for transparency obligations in the field of AI, which are based on the provisions of the Artificial Intelligence Act (AI Act).

The Commission is addressing providers and users of interactive and generative AI models and systems as well as biometric categorization and emotion recognition systems, private and public sector organizations, experts from science and research, representatives of civil society, supervisory authorities and citizens and invites them to share their views by 2 October 2025.

Duties under the AI Act

The AI Act obliges users and providers of generative AI to inform people when they interact with an AI system, when they are exposed to emotion recognition or biometric categorization systems and when they are confronted with content generated or manipulated by an AI system.

Call for expressions of interest

The consultation is accompanied by a call for expressions of interest, which runs until October 2 and invites stakeholders to participate in the drafting of the code of conduct.

Background

The AI Act, which entered into force on August 1, 2024, will promote the responsible and trustworthy development and deployment of AI in the EU. The transparency obligations will apply from August 2, 2026.
