Also beyond the top 10, there is currently a lot of movement in the city comparison. It’s based on an analysis for which more than 12,700 data points were collected, reviewed and qualified – nearly 2,000 more than in previous years. The following cities made it into the top 10 to decide the winner among themselves. They are listed here in alphabetical order:

The full ranking and placement of cities will be released in advance of the Smart Country Convention in an online press conference on 12. October 2023.
“We continue to see a lot of movement in the fifth year of the Smart City Index – not just among the top-ranked cities, but across the board. With our ranking, we want to make visible the successes in digitization, behind which stand a great many committed people in a wide variety of positions in cities,” says Bitkom President Dr. Ralf Wintergerst. “A slightly lower score in the ranking does not mean that cities are less digital than they used to be. Rather, it shows that others are currently doing even more and are even faster. We are experiencing enormous momentum around the smart city, the gaps are getting smaller and we see time and again: keeping up can be worthwhile.” The goal of the Smart City Index is to give cities a basis for comparison for their own digital activities, to make success stories visible and to support all cities in their digitization efforts.
5 categories, 157 parameters, 12,717 data points
The Smart City Index analyzes and evaluates cities in five categories: Administration, IT and Communication, Energy and Environment, Mobility, and for the first time Society and Education. For each city, 157 parameters were examined, 20 more than in previous years – from online citizen services to sharing offers for mobility and smart traffic lights to broadband availability or digital training for teachers or administrative staff. Index scores were calculated for each city in the five categories, resulting in an overall score and rank. The Smart City Index is supported by Visa, PwC and Uber.
Smart Country Convention puts focus on digitization of cities and regions
How cities and regions can become more digital is also the central theme of the Smart Country Convention. The joint event of Messe Berlin and Bitkom will take place from November 7 to 9, 2023 at hub27 in Berlin. Speakers include Federal Minister of the Interior Nancy Faeser, Federal Minister of Transport and Digital Volker Wissing, Federal Minister of Agriculture Cem Özdemir, Federal Minister of Education Bettina Stark-Watzinger, Federal Minister of Justice Marco Buschmann, Federal Minister of Construction Klara Geywitz and the Governing Mayor of Berlin, Kai Wegner. The focus will be on the digitization of administrations and the development of smart cities and municipalities. The event is aimed at representatives of the federal government, federal states, districts, cities and municipalities, as well as subordinate authorities and municipal companies.
