Digital Minister Martin Dulig: “Successful digitalization requires knowledge and tools. To achieve this, we need to identify exactly where possible tools can be used efficiently and how they need to be designed – in other words, where the economy stands. We want digitalization to be used even more in companies in the future to make work easier, increase efficiency, drive innovation and improve value creation. In order for state policy to be targeted, we need state-specific data surveys that also allow comparisons within Germany in order to learn from each other, but also to identify strengths and weaknesses.”
The states agree that the data currently available on digitalization in the economy is not sufficient to gain a comprehensive and well-founded understanding of the digital transformation for the whole of Germany. Although intensive research is being carried out, the existing studies do not provide uniform or detailed results for each individual federal state. There is also a lack of studies that track the digital transformation over longer periods of time and that allow comparisons between the federal states, with Germany as a whole and international comparisons (benchmarking).
The effort required for studies on the status of digital transformation that address the federal and state levels is considerable for individual stakeholders. Not least in terms of the efficient use of government resources and the use of synergies, it makes sense to promote cooperation between the federal and state governments in this area. The pilot study will now investigate the extent to which this is possible for the digital transformation of the German economy.
Background:
On April 19, 2024, the constituent meeting of the new Digital Ministers’ Conference of the Federal States (DMK) took place. All 16 federal states are represented on this body by their digital ministers, senators and state secretaries. The DMK aims to focus more strongly on digitalization in its entire social, legal and political relevance in the future. Meetings are usually held twice a year. In addition, special conferences can be convened.
The Federal Minister for Digital Affairs and Transport represents the federal government as a permanent guest and participates in the conference without voting rights. The chairmanship of the DMK generally changes annually at the beginning of a calendar year. Currently (2023/2024), the states of Berlin and Brandenburg hold the chairmanship.
