Bitkom: Standstill in digital policy

October 1, 2024. The German government has once again slowed down considerably in the implementation of its digital policy projects. In the past three months, just six further projects have been completed, compared to seven between April and June of this year. As of October 1, 2024, just 104 of the total of 334 digital policy projects in this legislative period have been completed – this corresponds to just 31%. In contrast, a total of 230 projects, or 69%, are still open. This is shown by the latest evaluation of Bitkom’s “Digital Policy Monitor”.

It was published for the first time in August 2023 and measures progress in digital policy at federal level on a quarterly basis. According to the survey, 195 digital policy projects are currently being implemented (58%), while 35 have not yet been started (11%). In order to complete all 334 projects before the next federal elections, 230 projects would have to be implemented in 4 quarters. However, if things continue at the current average pace, only 148 of 334 projects will have been completed by the federal elections. This corresponds to just 44%.

“The German government has set itself ambitious goals for its digital policy. However, digital policy has been at a virtual standstill for six months now. Many projects are in danger of failing. This makes it all the more important that the traffic light parties now push ahead with the particularly central and complex projects with more vigor. For example, there is still no Digital Pact 2.0, and we are also seeing major delays in the area of administrative digitization,” comments Bitkom President Dr Ralf Wintergerst. 51 of the 334 projects in the Digital Policy Monitor can be assigned to the topic of administrative digitization. Of these, only 11 have been completed. This corresponds to 22 percent, which means that the implementation rate is significantly lower than the average for all projects. The successes of the past quarter include, for example, the Federal Ministry of Justice’s Bureaucracy Relief Act and the funding of 60 STEM clusters by the Federal Ministry of Education. For the “Digital Policy Monitor”, Bitkom regularly reviews the implementation status of 146 projects from the digital strategy, 186 digital policy projects from the coalition agreement and two other key additional projects that the federal government has subsequently launched. The 334 digital projects in total are examined and classified in terms of their implementation status, their significance for the digitalization of the economy, society and the state and the complexity of their implementation.
