
Wirtschaftsminister Dirk Panter: “The Free State of Saxony has the best prerequisites when it comes to achieving future market success with Saxon research results. At the same time, we still succeed too rarely and not fast enough in international comparison. The study on knowledge and technology transfer has given us a clear picture of the strengths, obstacles and potential of Saxony’s transfer activities. This is where we will start.”
Central results of the study
- Transfer potential arises from the use of efficiency and synergy effects through the cooperative specialization of transfer institutions in alliances, the strategic occupation of future fields based on the structures, competencies and technologies available in Saxony as well as measures to increase awareness of and access to funding programmes in the field of R&D and transfer among companies. In particular, the 4,200 companies with transfer potential that are not yet transfer-active, one in two of which are located in a district without universities, can be motivated and empowered to engage in regular innovation activities through targeted support.
- In order to survive the global competition for digital and sustainable solutions and in key technologies, companies must constantly renew their innovation-relevant knowledge. In concrete terms, close cooperation with other companies and the scientific community helps here. The state’s funding programs, in particular the funding of collaborative projects, therefore receive good marks. Companies and scientists disagree on who the most important intermediaries between them are.
- Optimization and expansion of funding: In particular, the low-threshold nature of funding should continue to be guaranteed. In addition to private investment, public (training) start-up, R&D collaborative project and growth funding is of great importance.
- Strengthening and qualification of personnel: A lack of internal personnel capacities for transfer at scientific institutions and companies as well as temporary project positions at transfer-supporting institutions make it difficult to expand transfer activities. An important lever for the market-oriented transfer of knowledge and technologies is the transfer of technology and industry-specific skills as well as the creation of sufficient financial and personnel resources in public transfer offices and institutions.
Minister of State Panter continued: “We also see that there is still untapped potential and that good ideas do not always lead to sales and jobs. We need to get better and faster at this. I will invite the stakeholders from business, science and transfer to a dialog process.”
The results will serve as a starting point for establishing more effective processes and more sustainable and efficient transfer structures together with the transfer stakeholders. A series of workshops will launch a dialog process that will lead to the development and implementation of a transfer strategy for the Free State of Saxony.
