Silicon Saxony: The German government’s new High-Tech Agenda Germany is a microelectronics turbo with billions in potential for Germany as a business location – Silicon Saxony is co-initiator of new industrial policy projects to shape the agenda

July 30, 2025: With the High-Tech Agenda Germany, the German government is launching a comprehensive innovation program for key technologies. Silicon Saxony is actively involved in its implementation – with concrete projects and a clear industrial policy perspective.

Statement by Silicon Saxony on the High-Tech_Agenda_Germany adopted by the German government’s cabinet today:

“The High-Tech_Agenda_Germany provides important impetus for a strategically coordinated technology and innovation policy. We welcome the fact that key technologies such as microelectronics are explicitly named as drivers of value creation, resilience and digital sovereignty. Both the planned development of chip design capacities and the planned promotion of advanced packaging and lab-to-fab infrastructures address relevant fields of action along the semiconductor value chain. The goal of coordinating key future technologies in a targeted manner and tracking progress transparently is also sensible and important. In view of the international dynamics in the technology sector, it seems sensible to further specify the ambition in selected areas with regard to Germany as a microelectronics location. The existing competencies in research and production form a strong starting point, but at the same time there are challenges in terms of industrial scaling, access to key raw materials and technology-related sovereignty. In this context, a stronger focus on specific strategic levers is becoming increasingly important. These include the development of sovereign AI hardware, progress in chiplet integration and measures to strengthen supply chains and IP access.

The planned European AI Gigafactory is a good example of the economic benefits that the High-Tech_Agenda_Germany can deliver when state funding is combined with industrial policy objectives. This project shows how targeted investments in computing infrastructure can strengthen strategic partnerships and at the same time open up new growth areas for European providers.

Such projects can help to better bundle the increasing demand for AI computing power in Europe, establish common standards and further develop stable cooperation with international technology providers. The procurement of powerful US chips remains of central importance. At the same time, the establishment of a European AI ecosystem also opens up concrete prospects for semiconductor solutions from German and European production.

Strong alliance for technological sovereignty in chip design
Silicon Saxony is also a co-initiator of industrial policy projects that bring Germany’s new high-tech agenda to life and help to achieve concretely formulated goals. This includes the creation and establishment of a national center of excellence for chip design. The Competence Center Chip Design (CCCD) is intended to radically facilitate access to chip design for start-ups, SMEs and research. The aim is to create new global market leaders in Germany. With an open platform and headquarters in Dresden and Munich, the CCCD enables the cost-efficient development of market-ready platform chips “Made in Europe” for the first time. Behind the application for the Competence Center Chip Design (CCCD) is a top-class consortium of leading minds from science, industry and network organizations. Prof. Gerhard Fettweis, Managing Director and Scientific Director of the Barkhausen Institute, brings many years of experience from over 50 chip design projects and positions the institute as the nucleus of the CCCD. He is supported by Frank Bösenberg, Managing Director of the high-tech cluster Silicon Saxony and Chairman of Silicon Europe, who ensures the connection to the unique European semiconductor ecosystem. Prof. Norbert Wehn and Prof. Holger Blume are responsible for scientific coordination as spokespersons for the “Chipdesign Germany” initiative, which aims to position Germany as a technological leader in the field of programmable platform chips. Prof. Andreas Herkersdorf, Head of the Chair of Computer Technology at the Technical University of Munich, complements the consortium with his proven expertise in system architectures and chip integration. Together, these players form the strategic and scientific sponsorship of the CCCD.
