EU Commission: Implementation dialog on the EU Chips Act

Today, Executive Vice-President Henna Virkkunen chaired an implementation dialogue on the Chips Act that brought together a number of industry leaders and high-level stakeholders from across the semiconductor value chain to discuss the implementation of the Chips Act.

Potential improvements, additions and simplification measures that may be considered were also discussed during the meeting.

The meeting comes at a pivotal moment, as the European Commission prepares to adopt a revised Chips Act (’Chips Act 2.0’) this spring as part of a broader Technological Sovereignty package.

During the dialogue, industry presented a report authored by the Industry Advisory Group, a working group of the Industrial Alliance on Processors and Semiconductor Technologies.

The report describes the revision of the Chips Act as a major opportunity to strengthen the semiconductor industry as a cornerstone of Europe’s economic security, competitiveness and technological sovereignty.

This report will serve as input into the preparations of the upcoming reforms.

Building on the foundations laid by the Chips Act, the report calls for a broader and more ambitious strategic framework to support the next phase of Europe’s semiconductor development. It underlines the need to stimulate demand, reinforce resilience across the entire semiconductor value chain and improve the conditions for investment, innovation and industrial scale-up across Europe.

The report argues that a more comprehensive approach for Europe’s semiconductor industrial policy will be essential if Europe is to secure its position in an increasingly strategic and competitive global semiconductor landscape.

The report was endorsed by a number of industrial actors including ASM, ASML, Axelera AI, Bosch, GlobalFoundries, Infineon, Nokia, NXP, OpenChip, Semidynamics, SiPearl, Siltronic, Soitec, STMicroelectronics, Thales, Valeo, VSORA, XFAB, Silicon Europe, SEMI Europe and ESIA.

Background

Implementation dialogues are political level consultation tools intended to improve how EU rules are applied in practice. The 2025 Communication, A Simpler and Faster Europe, introduces this new approach as part of a broader effort to simplify EU laws and policies, while improving their implementation.
