BMWE: Recommendations for a strong AI infrastructure and Germany’s digital sovereignty – kick-off meeting of the expert commission “Competition and AI”

October 27, 2025. The first of a total of five meetings of the 15-member expert commission “Competition and Artificial Intelligence” is taking place in Berlin today. The commission, which was set up by the Federal Ministry for Economic Affairs and Energy (BMWE), will begin its work with a meeting on the topic of “Efficient AI infrastructure and digital sovereignty”. It will develop recommendations for action on key issues at the interface of competition and artificial intelligence.

Federal Minister Katherina Reiche: “Artificial intelligence marks the beginning of a new era – it will fundamentally change the way we think, work and live. If we hesitate, we are gambling away the future. We must not only understand AI, but fully embrace it with courage and the will to shape it – as an opportunity for prosperity, growth and progress. The decisive factors here are a functioning competitive environment and the right attitude: we must have the confidence to play at the forefront, consistently use our strengths and assert ourselves in global competition. We need expertise and pragmatic approaches in this field. I would like to thank the members of the Expert Commission on Competition and Artificial Intelligence for developing recommendations on this.”

Professor Rupprecht Podszun (Chair): “The power in the digital sector will now be distributed for the next few years. If we in Europe do not want to fall deeper into economic and political dependencies, we must focus on competition. Competition breaks down concentration and drives innovation – we need both. In my view, AI can become a driver of innovation, especially for SMEs and industry. This is where data treasures lie and where we have huge potential in Europe.”

Rolf Schumann (Chair): “Artificial intelligence is a technology that is fundamentally changing all areas of the economy, administration and social life. Artificial intelligence is neither good nor bad – it is what we make of it. The Commission offers us the opportunity to help shape this change in line with our values for Germany.”

Professor Sebastian Thrun (Chair): “The next steps in the emerging field of artificial intelligence will be decisive for the future of Germany – the fourth largest economy in the world. Will Germany become the home of future global technology companies, or will over-regulation and provincialism push the country into a small, forgotten corner of the economy of the future? This Commission aims to help Germany and Europe take a leading role in this new world.”

The kick-off meeting will focus on how Germany and Europe can build a powerful and sovereign AI infrastructure. The commission will adopt and publish initial recommendations for action in the near future.

Guest speakers include Dr Karsten Wildberger, Federal Minister for Digital and State Modernization (BMDS), and Rafael Laguna de la Vera, Director of the Agency for Leap Innovations.

In detail about the Expert Commission “Competition and Artificial Intelligence”

The Expert Commission provided for in the coalition agreement works on an honorary and independent basis.

The commission is chaired by:

  • Prof. Rupprecht Podszun, Professor of Competition Law, University of DĂĽsseldorf; member of the Monopolies Commission
  • Rolf Schumann, Co-CEO Schwarz Digits, Chief Digital Officer of the Schwarz Group
  • Prof. Sebastian Thrun, CEO Sage AI Labs

The invited audience at the meetings includes representatives from the relevant federal ministries (BMF, BMVg, BMFTR, BMJV, BMAS and BMDS), selected institutions (Bundeskartellamt, Federal Commissioner for Data Protection and Freedom of Information, Federal Agency for Springboard Innovations (SPRIND), Monopolies Commission, EU Commission) as well as Justus Haucap as representative of the scientific advisory group of the Federal Ministry of Economics on questions of market economy and regulatory policy.

The other meetings of the Commission will deal with the following topics:
