
The ranking is based on an analysis for which a total of 13,529 data points were recorded, reviewed and qualified in five categories. The following cities made it into the top 10 (in alphabetical order):
- Bochum
- Düsseldorf
- Hamburg
- Hanover
- Heidelberg
- Cologne
- Leipzig
- Munich
- Nuremberg
- Stuttgart
The complete ranking as well as the exact placement of the top10 cities will be presented in the run-up to the Smart Country Convention in an online press conference on 11. September 2025 will be presented. The results will then also be available online at www.bitkom.org.
“Regardless of the individual rankings, the Smart City Index shows that Germany’s cities are becoming more digital and smarter. In 2021, the average index score across all cities was 52.4 points, last year it was 67.6 points and this year it is already 70.8 points. We are once again seeing great momentum in the ranking and the top 10 are close together: the top 10 are separated by just 5.5 points,” says Bitkom President Dr. Wintergerst. “The Smart City Index has established itself as a basis for comparison that cities can use to assess their own digital activities. At the same time, it makes examples of success visible and can thus support the many committed people in all cities in their digitalization efforts.”
5 categories, 163 parameters, 13,529 data points
The Smart City Index analyses and evaluates all 83 major German cities in five categories: Administration, IT and Communication, Energy and Environment, Mobility and Society and Education. For each city, 163 parameters were examined – from online citizen services to sharing offers for mobility and smart traffic lights to broadband availability or digital training for teachers or administrative staff. Index values were calculated for each city in the five categories, from which the overall value and overall ranking were calculated. The Smart City Index is supported by Visa, PwC Germany and Bentley Systems.
Digitalization of cities and regions at the Smart Country Convention
The digital transformation of cities, regions and authorities is also the topic of the Smart Country Convention. From September 30 to October 2, more than 18,000 experts from business, politics, administration and research will come together at the Berlin Exhibition Center to discuss current challenges facing the public sector. More than 650 top-class speakers are expected on a total of seven stages, including Dr Karsten Wildberger, Federal Minister for Digitalization and State Modernization, Verena Hubertz, Federal Minister for Housing, Urban Development and Construction, and Karin Prien, Federal Minister for Family Affairs, Senior Citizens, Women and Youth. Visitors can also look forward to over 400 exhibitors and a wide range of training opportunities on site. The combination of congress, workshops, expo and networking is aimed at decision-makers and employees from administration, politics, the digital economy, associations and science.
