Bitkom: Digital administration, simplified data protection, more participation – what is important to Germans

December 1, 2025. Whether it’s an appointment at the office, protection against online fraud or fast internet: People’s expectations of German digital policy are high. An overwhelming majority of 82% would like to see progress in digital administration in particular: online administrative procedures are therefore at the top of the list of digital issues that are important to citizens. This is followed by the simplification of data protection and the promotion of digital participation for all population groups, both of which are important to 72%. Other priorities include consumer protection on the internet, such as protection against fraud when shopping online (66%), the expansion of cyber security (64%) and high-performance broadband networks (62%). These are the results of a representative survey of 1,156 people in Germany aged 16 and over, conducted on behalf of the digital association Bitkom.

According to the survey, digital policy is of great importance to 6 out of 10 Germans overall: for 22% it is even of “very great” importance and for 38% of “fairly great” importance. “Digitalization and digital policy are key issues for many people. They expect more from politics than just functioning digital services and tangible improvements in their daily lives,” says Bitkom CEO Dr. Bernhard Rohleder. “The Ministry of Digital Affairs has already achieved a great deal in its first year.  Now we need to keep up the pace – for a digital policy that focuses on people’s needs.”

Less frequently, but still with broad support, respondents mentioned topics such as the digitalization of the economy (57%), stronger regulation of large platforms and social media (56%) and the digitalization of schools (55%). When it comes to artificial intelligence, there is a dual demand: on the one hand, many would like to see reliable control and regulation of AI (59%), while on the other, 47% call for greater development of powerful AI from Germany. This is followed by the desire for more digital healthcare services (51%), the expansion of mobile networks (50%) and more online citizen participation and digital democracy (41%). Only a very small minority of eight percent state that no digital topic is important to them
