Bitkom: Business situation in the digital economy improves

September 1, 2025. For the first time in a year, the Bitkom-ifo Digital Index is back in positive territory at +1.9 points. This is an increase of 3.3 points compared to July. Like the ifo economic index, the index reflects the current business situation and business expectations for the next three months and uses these to calculate the business climate. The current business situation has improved for many companies in the IT and telecommunications sector and stood at 6.9 points at the end of August. In the previous month, it had been 0.4 points. However, business expectations for the rest of the year are not yet back above the zero line. As in the previous month, they currently stand at -3.1 points.

“Business in the IT and telecommunications sector is going well for most companies, but so far there is a lack of confidence that this will continue until the end of the year. Much now depends on the German government reducing burdens and regulation and presenting an ambitious modernization agenda,” says Bitkom President Dr Ralf Wintergerst.

Compared to the economy as a whole, the digital economy is more confident. By way of comparison, the ifo Institute reports a business climate for the economy as a whole that remains below the zero line at -5.5 points. The business situation was assessed at -3.1 points, the same as in the previous month, when it stood at -3.0 points. Business expectations in the economy as a whole improved slightly and stood at -7.8 points in August after -9.7 points in July.

Methodological note

The digital index is based on the monthly ifo Business Survey and is calculated from the geometric mean of the business situation index and the business expectations index. It takes into account data from the digital sector, which is made up of companies from the manufacturing, trade and service sectors. This includes manufacturers of IT and communication technology, consumer electronics, providers of software and IT services, telecommunications services as well as wholesalers and retailers of ITC. The index is presented as a balance (seasonally adjusted).
