In the view of Silicon Saxony, Europe’s largest semiconductor cluster with over 700 members and certified with the Cluster Management Excellence Label GOLD, the regulation on the EU Chips Act 2.0 presented by the European Commission today contains several strategically correct decisions. At the same time, the industrial policy substance of the proposal depends on the outcome of the negotiations on the multiannual financial framework 2028-2034 and thus on the political will of the member states, above all Germany.<\/p>\n
“With the extension of the first-of-a-kind framework to specialty materials, manufacturing equipment, printed circuit boards, advanced packaging and manufacturing-oriented chip design, precisely the depth of value creation that Saxony has built up over the past three decades is being brought into the funding horizon,” explains Frank B\u00f6senberg, Managing Director of Silicon Saxony. “This is the right industrial policy response to what the European semiconductor industry has consistently demanded.” With the formulated ambitions for memory chips, the Chips Act 2.0 thus represents a much more holistic approach than in the past. It is now crucial to synchronize the formulated ambition with the already existing projects at European and German level that are awaiting approval.<\/p>\n
Silicon Saxony also expressly welcomes the new provisions on public procurement (Articles 30 to 32), which provide for a security of supply declaration for critical infrastructures with a verifiable share of domestic companies and a dual procurement strategy. “This is the overdue answer to the strategic question of how European semiconductors can achieve ‘demand-pull’. We expect the security of supply declaration to be applied consistently, especially in the planned European AI gigafactories.”<\/p>\n
We also welcome the idea of so-called “European regions of excellence for semiconductors”. We see the proposal as proof that Europe has learned from the experience of Saxony and are happy to discuss this topic. As a European semiconductor cluster with Gold certification from the European Secretariat for Cluster Analysis and the largest member base in Europe, we have the institutional basis that this label requires for other regions. Last but not least, the gold certification was and is a key success factor for the internationalization and visibility of Silicon Saxony as a high-tech region in Europe.<\/p>\n
Silicon Saxony is critical of the fact that the EU Chips Act 2.0 lacks a direct fiscal backing. “The scale of funding for the projects will be decided in the negotiations on the next multiannual financial framework. We expect the German government to give the semiconductor industry the budgetary priority that corresponds to its geopolitical importance,” says B\u00f6senberg. Silicon Saxony supports the European Semiconductor Industry Association’s call for an independent semiconductor budget line of at least 20 billion euros in the European Competitiveness Fund.<\/p>\n
Silicon Saxony sees the next task in synchronizing the Chips Act 2.0 with the existing German semiconductor strategy. “Brussels has set the architecture. The industrial substance must now be created in Berlin, Munich and Dresden. We will actively promote structured dialog with the federal ministries of economics, the Saxon state government, our members and our European Silicon Europe partners,” says Frank B\u00f6senberg.<\/p>\n
