These capabilities mark GF’s entry into the next generation of high performance computing (HPC). While the past decade of HPC has been characterized by CPUs, GPUs and AI ASICs with advanced nodes, the next generation will focus on enabling quantum computing in the real world, and GF will produce the complete quantum hardware solution – from quantum processor units (QPUs), to the cryogenic readout and control ICs that power them, to advanced packaging and superconducting interconnects that connect them into systems.

These efforts are supported by quantum companies already working with GF manufacturing, as well as the U.S. Department of Commerce, a longtime GF partner in critical semiconductor technologies. The U.S. Department of Commerce and GF have signed a memorandum of understanding under which GF is to receive $375 million to accelerate the establishment of Quantum Technology Solutions – a move that reflects the importance of a domestic quantum manufacturing base to national security.

In a separate agreement, the U.S. Department of Commerce will receive a strategic equity investment in GF, representing approximately one percent ownership as of today’s date, allowing the American public to participate in GF’s growth.

“With today’s CHIPS research and development investments in quantum computing, the Trump administration is leading the world into a new era of American innovation,” said Commerce Secretary Howard Lutnick. “These strategic investments in quantum technology will strengthen our domestic industry, creating thousands of good-paying American jobs while advancing America’s quantum capabilities.”

“GF’s role as a driver of semiconductor manufacturing is accelerating America’s technology leadership. Deepening our partnership with the U.S. government will support a coordinated national initiative to expand domestic manufacturing, strengthen supply chain resilience and ensure that revolutionary technologies like next-generation quantum systems are designed and manufactured in the U.S.,” said Tim Breen, CEO of GlobalFoundries.

A manufacturing-led approach to scaling quantum technology

Quantum Technology Solutions will be able to leverage GF’s proven manufacturing capabilities in the U.S. with flexibility across its U.S. footprint to support the foundational capabilities the quantum industry needs to scale.

GF’s proven FDX™ platform provides the cryogenic CMOS chips that deliver the sensing, control and readout capabilities required for quantum systems. From this foundation, GF is developing the manufacturing platforms to build QPUs across multiple qubit modalities – including superconducting, trapped ion, photonic, topological and spin qubits – as well as the cryogenic and superconducting heterogeneous interconnect platform that integrates these components into utility-scale quantum systems.

“The quantum industry is at an inflection point. Hardware is moving from lab scale to industrial scale, and this transition can only happen in an advanced semiconductor manufacturing environment,” said Gregg Bartlett, Chief Technology Officer of GF. “The cryogenic CMOS circuits, advanced packaging technologies and heterogeneous 3D interconnects needed for utility-scale quantum computing are exactly what we make every day. Just as CPUs and GPUs are the foundation for classical computing, GF is developing the QPU to make these capabilities available to leading vendors in all major qubit modalities, positioning GF as the preferred partner for utility-scale quantum computing.”

Supporting a broad ecosystem of customers and partners

“Diraq’s collaboration with GlobalFoundries on FDX™ has been central to advancing our cryogenic CMOS and silicon spin qubit technologies on an established manufacturing node. With GlobalFoundries investing in a US-based quantum foundry, we see a clear path to expand this collaboration, accelerate the development of high-performance silicon-based quantum processors, and scale within a secure domestic ecosystem,” said Andrew Dzurak, founder and CEO of Diraq.

“Equal1’s partnership with GlobalFoundries, and in particular our use of FDX™ technology for cryogenic CMOS and spin qubit architectures, demonstrates how quantum and classical functions can be developed together on an industrial semiconductor platform. Having a dedicated quantum foundry at GF will provide us with the manufacturing capabilities to advance our roadmap and bring our next generation of quantum systems closer to real-world use,” said Jason Lynch, CEO of Equal1.

“Quantum computing promises solutions to problems that would otherwise be intractable, and progress will depend on a strong manufacturing base in the United States. GlobalFoundries’ investment is an important step in strengthening the U.S. manufacturing base for the quantum ecosystem,” said Charina Chou, COO at Google Quantum AI.

“Microsoft is pleased that GlobalFoundries is investing in the quantum infrastructure the industry needs to scale, and particularly through its support for topological qubits. A secure fabrication base in the U.S. capable of realizing multiple qubit modalities is essential to move quantum computing from research milestones to practical applications, and we look forward to accelerating quantum capabilities through this initiative,” said Lauri Sainiemi, corporate vice president, Fabrication at Microsoft Quantum.

“Accelerating the path to usable quantum computing requires deep collaboration on a wide range of technological and infrastructure challenges – from advanced semiconductor fabrication to GPU supercomputing, with which quantum processors must be integrated to run useful applications. GlobalFoundries’ commitment to scaling quantum technology is an important step for innovation in the quantum computing ecosystem,” said Timothy Costa, vice president and general manager of Computational Engineering and Quantum at NVIDIA.

“PsiQuantum’s close partnership with GlobalFoundries has been critical to our company’s approach to delivering quantum computing at industrial scale. Together, our work and cutting-edge results in photonics have demonstrated what a U.S. semiconductor manufacturing partner can do for the quantum industry. “We are pleased that GF will be expanding its investment, particularly here in the United States, and we look forward to continuing to work with one of our closest partners,” said Victor Peng, interim CEO of PsiQuantum.

“GlobalFoundries has become a key partner in our efforts to scale ion trap quantum computing by combining cryogenic CMOS, integrated photonics and advanced packaging technologies in a secure U.S. manufacturing environment. Expanding this partnership through a dedicated quantum foundry will help us create the domestic manufacturing base we need to bring our next generation of commercial ion trap platforms to market faster and with greater confidence,” said Dr. Rajeeb Hazra, President and CEO of Quantinuum.

“Our long-standing collaboration with GlobalFoundries has demonstrated that existing technologies – such as GF’s FDX™ platform – can support advanced cryogenic CMOS and spin qubit architectures on silicon. With the establishment of a U.S. quantum foundry, we see an opportunity to deepen this work, transition our designs to more advanced generations and accelerate the path to scalable silicon-based quantum processors,” said James Palles-Dimmock, CEO of Quantum Motion.

Chris Miller, professor at the Fletcher School at Tufts University and author of “Chip War: The Fight for the World’s Most Critical Technology,” emphasizes that U.S. leadership in quantum computing will ultimately depend on the ability to manufacture and scale quantum hardware domestically.

“Quantum computing will be a defining technology of the next decade, and the countries that can manufacture – not just design – quantum hardware at scale will have a decisive advantage,” Miller said. “Establishing a dedicated U.S. quantum foundry is exactly the kind of investment we need to translate American research leadership into enduring industrial expertise and provide the entire quantum ecosystem with a secure domestic foundation on which to build.”

About GF

GlobalFoundries (GF) is a leading manufacturer of essential semiconductors that enable AI at scale from the cloud to the physical world.
