“The German government has initiated important digital policy projects in its first year. Now it needs to focus even more strongly on implementation, across all departments,” says Bitkom President Dr. Ralf Wintergerst. “Time is pressing, especially for projects that have not yet been started. In the end, the governing coalition will not be judged by how many strategies, agendas and declarations of intent it produces, but by what is actually implemented.” If the federal government were to continue its digital policy projects at the current pace, only 95 projects would be fully implemented by the end of the legislative period – that would correspond to 43%.<\/p>\n

The Digital Ministry, which was newly created a year ago, plays a central role here: 65 digital projects are assigned to the BMDS, more than any other ministry – and the BMDS is setting the pace: Almost every second completed digital project of the federal government is under the leadership of the Digital Ministry. It has already completed 9 of the projects assigned to it and started 35, with 21 still to be launched. The Federal Ministry for Economic Affairs and Energy also plays a major role in digital policy with 30 projects, the Ministry of the Interior with 27 and the Ministry of Justice and Consumer Protection with 22 projects.<\/p>\n

The projects that have been started so far include the modernization agendas, an acceleration of network expansion, the data centre strategy and a new approach to administrative digitization with the Germany Stack.<\/p>\n

In Bitkom’s view, it is now crucial to prioritize the key projects that are still open. These include, in particular, the rapid rollout of the Germany stack at all levels, the implementation of the EUDI wallet, an ambitious start-up strategy and significantly greater investment in AI and other key technologies. Wintergerst: “The first year was a year of programming and pushing. The second year must be a year of implementation. Germany’s digitalization now needs speed, priorities and tangible progress in the everyday lives of administration, business and citizens.”  <\/p>\n
