It was published for the first time in August 2023 and measures progress in digital policy at federal level on a quarterly basis. According to the report, 184 digital policy projects are currently still being implemented (55%), while 35 have not even been started (11%). “It’s good that the federal government was able to complete some important projects in the weeks before the new elections,” says Bitkom President Dr. Ralf Wintergerst. “It is important that the new federal government gets to work quickly and focuses on digital policy. Above all, our administrations must be brought up to speed and offer their services to companies and private households digitally across the board.” To this end, an independent digital ministry with all the necessary rights and resources is needed in the coming legislative period.<\/p>\n

For the “Digital Policy Monitor”, Bitkom regularly reviewed the implementation status of 146 projects from the digital strategy, 186 digital policy projects from the coalition agreement and two other key additional projects that the federal government has subsequently set up. The total of 334 digital projects were examined and classified in terms of their implementation status, their significance for the digitalization of the economy, society and the state and the complexity of their implementation. Bitkom will publish a final update with a final report in February, marking the end of the Digital Policy Monitor for the current legislative period. <\/p>\n

In the fourth and final quarter of the year, 11 projects were completed – more than in the previous two quarters. 3 of the 11 projects were finalized before the coalition broke up, 8 after. Important successes were achieved in particular with the reintroduction of digital employment contracts, the agreement with the federal states on the Digital Pact 2.0 and the strategy for autonomous and connected driving. As of January 1, 2025, 115 of the total of 334 digital policy projects of this shortened legislative period have been completed – this corresponds to a share of 34 percent.
